"Филадельфийская программа"Федеральная программа по созданию равных возможностей при трудоустройстве [ equal employment opportunity], введенная административным указом [ Executive Order 11246] в 1965. Обязывает строительные компании, участвующие в тендерах на строительные подряды федерального правительства на сумму свыше 500 тыс. долларов, представлять планы "позитивных мер" [ affirmative action] с указанием данных об участии представителей меньшинств в осуществлении этих планов.
